Thanks for your time. I've replaced the jasper-runtime.jar dependency with commons-el.jar. One source file has changed (and the xml files referring to dependencies as well).
Attached files replace the following:

jakarta-taglibs-sandbox/rdc/xml/rdc.xml
jakarta-taglibs-sandbox/rdc/xml/intro.xml
jakarta-taglibs-sandbox/rdc/src/org/apache/taglibs/rdc/core/ExpandTag.java
