I can't explain what you're seeing with the content switched around like
that. (What container are you using?)
However, regarding the use of <jsp:param>, you just need to use single
quotes around the value of the attribute. This should work:
<jsp:param name="num" value='<%=request.getParameter("ID")%>'/>
