I'm using 1.0.2 version. Do you know what's wrong?

Your invocation of <fmt:setLocale> looks OK, so you should not be getting
the exception.

Which version of JSTL are you using?

Notice that version 1.0.2 was just released, and can be downloaded at

http://jakarta.apache.org/builds/jakarta-taglibs/releases/standard/

with the release notes posted at

http://jakarta.apache.org/taglibs/doc/standard-doc/ReleaseNotes.html

Please try using this latest version and let me know if your problem
persists.
