Problem installing Tomcat on Win2k Server

Got a problem while installing tomcat on windown 2000 server. I'm sure I 
followed the same procedure on windows 2000 professional and it worked fine. 
If someone could help, I've listed the procedure followed below:
1. Installed jdk(1.4.1) and unzipped tomcat-4.1.18.
2. Set PATH to jdk\bin dir and JAVA_HOME to jdk dir.
3. Set CATALINA_HOME to tomcat dir.
4. Added tomcat\common\lib\servlet.jar to classpath.

When I try to execute startup.jar, I get some exceptions and the command 
window closes. I'm not able to access http://localhost:8080.
