Bug in 2nd Form for Default Value?

In JSTL 1.0 when I try the 2nd form for specifying a default value in a 
<c:out> tag (as described on page 46 of JSTL in Action):

<td><c:out value="${someVariable}">someDefaultValue</c:out></td>

I get weird results. The default value appears in all of the <td>s, not 
just the one I've specified. Is this a known bug, or am I using the tag 
incorrectly?
