That should also work, but so should "promoting" it to request scope. If it doesn't, there's a bug somewhere, maybe in the <c:import> implementation (I don't think so) or in Jetty's PageContext or RequestDispatcher include() methods implementation.

I don't have my code in front of me, but I am pretty sure that is exactly
what I do for my client. I don't even recall having to set request scope,
but I'm not positive there.
