Are you sure you've got the JSTL 1.1 JAR files installed and not 1.0? This seems like such a basic feature, it'd be pretty lame if JB is somehow messing it up. As for how TC 5 normally locates TLD files, the gory details are in sections JSP.7.2 and JSP.7.3 of the JSP 2.0 Spec.
