It seems to be deprecated but there's an SVN repository for it at: https://svn.apache.org/repos/asf/jakarta/taglibs/deprecated-sandbox/image/
Using SVN check out the source code from the trunk folder and then do an ant build on the build.xml file also located under trunk.
