We've made some progress on this -- see the "stdeb' steps on the zfec and
pycryptopp buildbots:

However, the resulting .deb's aren't 100% correct yet. For one thing,
zfec depends on argparse and pyutil which are themselves not properly
available through apt. So, we're almost there.
