#768: OpenBSD support in util/iputil.py

To support new OpenBSD releases, a few extra entries are needed in the
plaform map in util/iputil.py. Tahoe does not work with me unless I add
'openbsd4': 'bsd' to the platform map. I assume that 'openbsd3': 'bsd'
also needs to be added but I did not test that.
After this addition tahoe works for me on OpenBSD 4.5 on sparc64.
(tested with revision 3996 from snapshots)
