Nope, that particular starting/stopping pair is for a UDP socket that's used for DNS purposes. What you'd be looking for is an exception traceback followed by "reactor stopped". But if you're able to upload files through the WUI, then the port must be listening. Perhaps your CLI commands are connecting to the wrong URL? They should be reading ~/.tahoe/node.url and connecting to whatever's in that..
