I looked into this, and found:

  foolscap tests exhibit the same error

  running foolscap tests as root does not have the error

  after that,

    foolscap tests run w/o the error

    tahoe tests run w/o the error

so I'm convinced this is the twisted plugin packaging issue that zooko
pointed me to:
