This is a tough call, but I lean to no, it doesn't belong.   There are
already programs like nagios that do monitoring.  So tahoe should be
monitorable, which equates to

  a CLI program on a node which can return status in an easyily
  machine-parseable way

  a CLI program to query and get status from a remote node

  a nagios plugin (and also for other monitoring system) to drive these.
