which I suspect is related to DARCS-HEAD version of tailor being in
mis-match with bzrlib on my computer? Which version of bzr (and
bzrlib) are you running?

Anthony, I'd recommend the ML for this kind of general interest things :-)
The functional tests are somewhat hardwired to my home context, (that is
btw currently (still!) out-of-net :-|) where I used to follow bzr HEAD,
rsyncing now and then. You can find trace of this in
vcpx/tests/tailor.py, that defines the configuration script used for the
various tests; the cvs2bzr projects uses bzr:atse as its target, and
that in turns specifies "python-path = /opt/src/bzr.dev". Comment that
out and it will use system's version. This is good material for a new
ticket :)
But, afaict, the error you are seeing does not seem related to the bzr
side, but rather to the CVS source...
