That sounds like a bug.  The CVS export is only supposed to export a tag
if it applies to every file in the repository.  Can you make your CVS
repo
available for debugging?

Unfortunately I'm getting ready to go away for a couple of weeks, so it
might be a while before I can look at it. In the meantime, the tags
aren't doing any harm, are they?
