Investigating a little bit on this issue, it appears that the reason is effectively the wrong root of the repo. Using http://www.turbogears.org/svn/turbogears (with trust-root=True) the migration proceeds without missing files (checked doing "darcs whatsnew -ls" now and then under the darcs sibling).
I do not yet understand the reason of those "out of scope" files ('/projects/FastData/trunk/tgfastdata/tests/test_formmaker.py' for example) you mention (and there are several of them!)
Anyway, since this is a bad thing that may happen, I added a warning message that should alert the user about a possible wrong setting.
