- Escape tags so that they only use git compatible characters. All "bad"
characters are replaced with _, then any duplicate __'s are replaced
and
trailing _'s removed.
- Create the tag on the correct branch if used.
- Added overwrite_tags option to allow people to turn off the automatic
overwriting of tags.
