Okay, I figured it out. I had already created the empty SVN repository.
I hadn't realized that this was "the bootstrap step".
I don't know how tailor could have behaved better, except possibly by
announcing in its output that it was *not* bootstrapping the way that I
thought it was.
Oh, also the README should be disambiguated as per the above.
