That is, of course, complete crap. I think it's plausible behaviour, but it's not what CVS does. Tailor's right as it is. I think it's not currently possible in Tailor to convert a vendor branch (and my patch fixed that, I think), but I imagine that's not a common thing to do, and is vastly less important than getting HEAD right (which my patch broke, admittedly only in fairly unusual cases).
