This is surely fixed by now, with recent version of those tools: latest
tailor was able to migrate without a glitch the whole history of darcs 2.0
to bzr 1.6, and his own history to either svn or bzr.
Giving a relative path as the darcs repository does not seem a good idea,
as you discovered.
