#includedir documentation reads:

        #includedir /etc/sudoers.d
        sudo will read each file in /etc/sudoers.d, skipping file
        names that end in ~ or contain a . character

=> the directive is enabled, but the files tails-greeter drops in
   sudoers.d/ are skipped since they have dots in their names.
