If I understand correctly, both changes (`apt-get` and `cp`) are only relevant if you are building the website from Tails. Unfortunately, I don't think that doing `cp` is a good idea as you would have to do that everytime you do a rebuild or even a refresh. Thankfully, we're working on a more detailed solution in ticket #9018. So instead of applying your patch, I added a "bug" section pointing to the ticket which already includes a synopsis that works from Tails.
