Hello, I have a feeling that this might need to be directed to another
IRC network; I think our message reads along the lines of "no more
connections are accepted from this IP" or something a lot less useful
than that error message.

OFTC does occasionally need to turn off new Tor connections due to abuse, we're hoping to have a solution in place eventually that reduces how often
we need to disable Tor network-wide.

In the meantime, you'll just have to keep retrying periodically to see if
new connections are allowed or not.

I was wrong about this; this error message does in fact come from OFTC
when trying to use our web irc service over Tor; I hadn't realized that it
has a different error message from more conventional IRC clients.


it seems as if OFTC has attached something ... maybe to a file that
isn't replaced during updates


We do turn Tor off occasionally when it's under abuse but the specific web
irc interface does have that error message. We're currently testing an
interface to allow authenticated Tor users to connect even when we
disallow new Tor connections in general.

Feel free to create channels as you wish, keeping in mind that we're not
interested in hosting illegal activities, software-related or not.


What is a "new" connection defined as? ]


Our Tor blocking is enforced entirely at connect time; existing
connections aren't disconnected when we block Tor, though the mechanism
to remove abusers sometimes results in disconnecting unrelated Tor users.


There must be something I can look for in some captures to help
resolve this.


Probably the best way forward is to run a local irc client such as
weechat, quassel, irssi, etc. I don't know if the web gateway will be open
for anonymous Tor users or not.

I never inquired as to what an "authenticated Tor user" is.
