No, it isn't.  The key was created in 2015 and had an expiration date
for 2016.  Since the key was not compromised and is still valid, its
expiration date was extended by another year, now until 2017.  Just
re-download/update the Tails signing key again and you should see the
updated key.

  $ gpg2 --recv-keys DBB802B258ACD84F
  $ gpg2 --list-key tails
  pub   4096R/58ACD84F 2015-01-18 [expires: 2017-01-11]
