this issue has been raised multiple times, see https://labs.riseup.net/code/issues/11269. You might want to bookmark this easier link for future reference in the meantime: https://tails.boum.org/install/download. It has nothing to do with releasing Tails 2.4 though. Changes like that, made to the website, can be done independently from a ISO relase.
