You first need to register an account with an XMPP server. Here's a list
of free, public XMPP servers:

https://list.jabber.at/

Once you've registered an account with an XMPP server, you need to add
the account to Pidgin. You can do this by pressing Ctrl+A while in
Pidgin. Once your account has been added and you are connected, you
should be able to join the "tails-dev" room on the
"conference.riseup.net" server.
