I think that passing your traffic through a VPN before Tor will not lead to any improvement in privacy, security or performance.
Regarding the firewall, Tails already makes use of iptables/nftables.
Regarding SSL enforcement for HTTP browser connections, use HTTPS Everywhere, which offers such an option cross-platform.
