Having an online repo for security updates would not be a viable option for many use cases. Yes, there is the additional software feature in persistence, but that doesn't work offline, and that requires persistence. The way we are planning to deal with last minute security updates is rather through the incremental upgrade mechanism, that you get release this winter. See: https://tails.boum.org/blueprint/incremental_upgrades/ An incremental upgrade would have to be done online only once, and would work offline after that.
