That's not true. Tails has two different ways of resolving DNS:

1. Through Tor DNSPort (127.0.0.1:53) -- the default one.
2. Through ttdnsd and OpenDNS (127.0.0.2:53) -- an alternative
resolution mechanism for DNS queries that Tor DNSPort doesn't know how
to solve.

If you have proposals to improve the default DNS resolution mechanism
through Tor DNSPort (127.0.0.1:53) please ask them on the Tor
