This can happen on some hardware that cannot boot GUID correctly. So for
example the various buggy laptop models:

You should check the BIOS setting to make sure it allows legacy BIOS
boot, and not only UEFI.

It is only possible to create a persistent volume on a USB stick that
has been created using Tails Installer. So you should really try to
solve that. Changing a bit of BIOS configuration might be enough.
