Sorry I'm not sure to understand well enough what you said. What exactly is empty in clone & install popup window? Is it the device list? Was the USB stick onto which you want to install Tails already plugged in? Could you try by plugging it after getting that poup window? > The Error which is: 2-1 device not accepting adress Error 71. It might be USB specific. What is your model/brand of USb stick? Could you try with another brand/model?
