I had the same problem and ultimately concluded it was my old version of PGP 
(6.58ckt 
from 2002). The hash of the download was correct however, so I went ahead and 
installed 
Tails and then checked the iso file again with the GPG that is part of Tails, 
and it checked 
out OK. I decided that it would be unlikely for a bad guy to substitute an iso 
that contains a 
GPG that falsely verifies the sig and still has the correct hash.
