I have been having the same trouble, consistently. There does appear to
be a bug in Seahorse affecting certain platforms.

The best description of the known problem, known workarounds, and a
known quilt patch that I have found is here:
https://bugs.launchpad.net/ubuntu/+source/seahorse/+bug/117514

Note this is from UbuntuForums and not directly from Seahorse dev.

Because the patch is useless in a volatile Live environment I'm hoping
Seahorse will be upgraded in next Tails distro.

Thanks!
