When entering, from a root terminal: 

apt-get update

It responds with:

E: Could not get lock /var/lib/apt/lists/lock - open (11: Resource temporarily 
unavailable)
E: Unable to lock directory /var/lib/apt/lists/

Do you have APT lists persistence enabled? Looks like corrupted

persistent files to me.



What does this do in a Root Terminal?



  apt-get update



And after running this command, can you start Synaptic again?
