The error message I get when I try to run Tor is: "Tor is not ready. Start Tor browser anyway?" Then Tor says "Proxy server is refusing connections. Check proxy settings."
I tried running Tails with additional options and choose bridges, and didn't make a difference. Although I didn't see any choices to configure for bridges. My network settings must be out.
