With Debian Jessie's libvirt + virt-manager + KVM, one can emulate
a USB device and flag it as removable, so that Tails accepts to boot
from it (and to create a persistent volume on it).

(I didn't test these instructions myself, but I trust sajolida to have
done it himself.)
