Can't it be an option to have users check if the time is accurate instead? I just don't really understand the time synchronization requirement.
Most people nowadays carry cell phones or are near someone carrying a device that keeps time. There doesn't seem to be a need for time more accurate than ten minutes, which most clocks, phones, and watches could provide.
