Are you using a persistent Tails install?
The reason is that Tails 1.7 had electrum 1.9.8 which was old and
obsolete, and Tails 1.8 has electrum 2.5.4 and the old config file
(from electrum 1.9.8) is incompatible with the newer release.
I guess you know the seed of your wallet so you can restore it, so I
recommend clearing your ~/.electrum folder, setting up a new config
file and restoring your wallet from seed.
Run these commands in console:
# rm -rf ~/.electrum/*
# nano ~/.electrum/config
copy/paste these lines and save the file with ctrl + x and "y" <enter>:

(Do NOT use this if you don't know your wallet seed, as this will
delete your wallet and you'll have to restore it. Edit ONLY the file
named 'config' with the socks5 proxy entry and choose the old wallet
from the gui). But if you lost your wallet seed you are already at
risk of losing coins, so immediately generate a new wallet, backup the
seed properly and move all the coins to the new wallet.
After this start electrum and select in the startup wizard "restore
wallet" and enter your seed. The very first sync will take 20 -25
seconds because it needs to download the blockchain headers again, so
don't close it if you see the red icon for few seconds.
