Pff... I'm the one who wrote this documentation and I must say that I'm
a bit lost and desperate about this bug and its workaround (for example
it stopped working in Ubuntu 16.04).
If you are comfortable, even minimally, with the command line you can
try to execute:
sudo apt-get install tails-installer
Which should install Tails Installer. Otherwise try with the Synaptic
package manager (if you have it installed).
And if you want to help us further with this issue, it would be super
cool if you could investigate whether different PPAs behave differently
than ours, in terms of searchability by Ubuntu Software Center (in
14.04) and Ubuntu Software (in 16.04). Because it's not clear to me yet
whether this is a problem with our package or with Ubuntu Software (Center).
