Yeah, we're sorry about that and it's a pain for Windows users. This is
because Tails Installer, which is not available for Windows yet, creates
a special structure on the USB stick (or SD card) that is then the only
support layout that allows creating a persistent storage and doing
automatic upgrades.

We really want to simplify this process and make it easy to install
directly from Windows without going through a intermediary USB stick but
that's lot of work and we're not experts in multiplatform software
development (especially when dealing with low-level tricks such as
creating bootable devices).

Providing disk images, instead of ISO images, is one of the technical
solutions that we are envisioning to simplify the installation process
but we're unsure it could work (or be as simple as one can imagine on
first thought).
