I would recommend you use the much simpler "Install from Debian or Ubuntu": https://tails.boum.org/install/debian/usb/overview/. It seems it would be much more adequate to your use case than "Install from Debian or Ubuntu using the command line and GnuPG", that's meant for experts who are at ease with OpenPGP.
