This is a problem for many users, it appears to be due to MTU. This link 
explains the problem with obfs4 bridges in tails clearly and helped me 
understand why all the rest would work but not the obfs4 bridges:

My personal suggestion (can't say it's accepted as the 'right' or 'wrong' 
alternative to your problem) would be to not expect them to work for you 
anytime soon... If it was me, I would aim your focus at the tails documentation 
suggestion, "So the best is if you can find a trusted friend or an organisation 
in a different country who runs a "private" obfuscated bridge for you. In this 
case "private" means that the bridge is configured with the option 
publishserverdescription to 0."
This means that this bridge would not be discovered in the directory that 
emailing or visiting bridges.torproject.org would retrieve from (which an 
adversary could use to learn of Tor bridges and connections to them). 

In the meantime, obfs3 is still a better option than no bridges if your in the 
part of the world I think you are.

Obfs4 works easily in the tor browser bundle, which can be run on Windows or a 
VM, you would have to decide if the security implications of switching OS's is 
worth it to utilize obfs4 bridges however. Let us know how it goes!
