I don't think this is currently possible because it does not seem to be
covered by the settings which can be made persistent:
https://tails.boum.org/doc/first_steps/persistence/configure/index.en.html

But if you installed this dictionary from a Debian package (check here:
https://tracker.debian.org) you might actually be able to make this
package persistent, as described in
https://tails.boum.org/doc/first_steps/persistence/configure/index.en.html#index14h2
