Tails is based on Debian stable so it'll have KeePassX 2.x in Tails
3.0, which will be based on Debian 9 (Stretch).

Meanwhile, you may want to install keepassx 2.0.2-1~bpo8+1 from
jessie-backports.

And then you can add notes about how to make the v2 database
persistent to https://labs.riseup.net/code/issues/10956, which will
ease the upgrade for all other users :)
