You could place the iso on your hdd and load toram with grub2.
We do that for our customers. I believe it is also safe this way.

Tails' purpose is to be "Amnesiac" and for that it needs to be
installed
on USB sticks or DVD, so istalling it on your hard drive is not a good
idea...
