It happens when trying to connect from the Tor browser under Tails. I don't see how it is related to: https://support.mozilla.org/en-US/questions/1135279, which is about SSL under Windows (or under an anti-virus)
Please see the system details I sent in the OP. I simply start Tor under Tails, then try to get the Tails home page. It didn't happen before 2.9.1.
