Setting the language in the Greeter (upon login) will load the system
language. I'm not aware of a setting in Applications/Settings, but it's
simply because I never tried to do it that way.

The Locale determines how your dates and currencies are formatted and
which measurement system to use (metric or not). Admittedly, these are
rather abstract and technical terms.
In Tails 3.0 we will have a much better design for the Greeter which
makes these selections easier.

The french/France keyboard should do what you want I believe.
But I guess that your problem is that in order to use numbers you need
to use the lower Shift button, but often people use the upper Shift
button, which does result in a different behaviour.
Now for testing, you can simply open a text editor and test this, can't you?
Also, you might want to try the Tails 3.0 beta.

I don't think that there is a limit. But: when you type long
passphrases, it simply looks like there are no new dots added. Does it
sound reasonable?

This might be a bit slow, but I think it depends on how fast your USB
stick is at that point.
