I hacked on the osmlab code (http://code.google.com/p/osmlab/) which takes a
changelog and produces a kml file roughly indicating where changes have been
made in the last 24 hours and by whom.
I've updated the code to only care about changes within a rough bounding box
around Australia. The result is, instead of a file 1+ M in size, it's only 34k
so it doesn't bog the browser down anywhere near as much, especially when you
zoom out.
This overlay isn't enabled by default but you can enable it by showing the
layers and then ticking the box next to OSM Aware.
