In the last few days I put forward the idea of making a tagging index, something the wiki can't do, and something tag watch doesn't go far enough to enable.
The idea is simple, make it as easy as possible for people to find tags already in use, and if they don't exist make it as easy as possible and hopefully part of the editor/work flow to add new tags to the index and document them, all within the editors themselves.
