Depends how much control the preprocessing software has over garmin
devices, I don't have a garmin so I can't test etc.

No one has even mentioned that so far, the discussion has been on
altering the OSM data or modifying the pre-processor.

We're talking about exits, not ways so I don't see how this would help.
